Educational Opportunity Center (EOC)
The Educational Opportunity Center (EOC) is a federally funded program designed to support adult learners, veterans, high school seniors, and individuals from underrepresented backgrounds who wish to pursue higher education. EOC provides personalized guidance and resources to help individuals navigate the process of applying to colleges, obtaining financial aid, and successfully enrolling in programs that will help them achieve their educational and career goals.
Our Services
The Outreach Team provides the following services to help you achieve your educational and career goals:
- Information about post-secondary institutions in and out of Washington State
- Help with completing college or vocational/technical admissions forms
- Assistance with transferring to upper-level colleges or universities
- Guidance in choosing a program of study and course selection
- Explanation of the financial aid process
- Assistance with completing FAFSA and other financial aid forms
- Information on Work-Study opportunities
- Help with searching and applying for scholarships and grants
- Information on student loans and assistance with the loan process
- Assistance with enrolling in Adult Basic Education or GED programs
- Referrals to post-secondary education partners and other community services

As referenced in the intake form, we are available to meet with you either on the Big Bend main campus in Moses Lake or at a pre-selected location in your community.

Serving Rural Communities:
The EOC serves a rural area with limited access to postsecondary education, characterized
by high poverty, low education levels, and a large Hispanic farmworker labor force.
The EOC’s target population includes low-income, first-generation families in these
rurally isolated communities. The target area is within 60 minutes of the BBCC Campus
in Moses Lake, which serves as the EOC project’s home base. This location allows us
to maintain regular visits and strong partnerships with local public and nonprofit
social service agencies, ensuring we meet the needs of the community.
Eligibility:
Participants are evaluated for eligibility on an individual basis. General requirements
include:
• U.S. Citizen, national, or meets the residency requirements for Federal student
financial assistance.
• Age 18 or older (high school seniors and non-completers not served by an Educational
Talent Search program.
• Potential first-generation college student (neither parent has completed a
four-year degree).
• Low-income individual (based on federal guidelines).
We are excited to provide you with a great experience and share the many resources that help our students achieve academic success. Our campus offers a variety of academic programs and degrees, ranging from workforce trades to university transfer. You can arrange a tour by completing the Tour Big Bend form below. To ensure we can accommodate your request, please consider the following:
• Allow for a minimum of two weeks before your tour
• You can submit your request online via the button below
• We will get back to you within two business days to coordinate the logistics
of your tour

- From Spokane drive west on I-90 for 105 miles.
- Take the WA-17 exit- EXIT 179 – toward Othello/Moses Lake/Ephrata.
- At the stop sign on the exit ramp, turn right.
- Turn north onto Hwy 17.
- Continue on Hwy 17 turning right onto Patton Blvd.
- Follow Patton Blvd. toward the Grant County Airport.
- Turn left onto Randolph Road or Bolling St.
- From Seattle drive east on I -90
- Take EXIT 179 – toward Othello/Moses Lake/Ephrata.
